Die Welt von gestern kommt nicht mehr. Europa droht im neuen Zeitalter der Machtpolitik zwischen den USA, Russland und China aufgerieben zu werden. Während uns die Pandemie außenwirtschaftliche Abhängigkeiten schmerzlich vor Augen geführt hat und Putin Energieexporte als Waffe nutzt, legen Trump & Co. die Axt an genau jene Welthandelsregeln an, die die Welt so reich wie nie gemacht haben. China und die USA entkoppeln sich, die Globalisierung soll zurückgedreht werden. In der EU will man keine Freihandelsabkommen mehr, dafür Sanktionen gegen Schurkenstaaten, Lieferkettengesetze und Klimaprotektionismus zur Rettung der Welt. Der Freihandel weicht zunehmend geopolitischen und ökologischen Erwägungen. Deutschland, Österreich und die Schweiz sind mittelstandsgeprägt und handelsorientiert – ihr Wohlstand steht auf dem Spiel.

Sie diskutiert zentrale Hindernisse und Chancen – Grenzziehung, israelische Siedlungen, palästinensische Flüchtlinge und Sicherheitsfragen – und zeigt, wie diese Konfliktlinien historisch gewachsen sind. Abschließend stellt sie die Frage, wie die fortschreitende Gewaltspirale die Aussicht auf Frieden heute weiter erschwert.

REPORT: Intensive Summer Course on Financial Integration in the EU: 15 Years after the ESFS
We had the pleasure of hosting the Intensive Summer Course on Financial Integration in the EU: 15 Years after the ESFS, at the Salzburg Centre of European Union Studies (SCEUS). The course took place from 14–18 July 2025 in the Europasaal at Edmundsburg at Mönchsberg, and was organised by Diane Fromage, Jonathan Bauerschmidt, and Jakub Kerlin.
Around 30 participants – ranging from PhD candidates and young professionals to established scholars and practitioners – came together for a week of in-depth discussions on the EU’s financial regulatory and supervisory framework. The programme combined academic and practitioner perspectives and covered developments across banking, securities markets, and insurance.
On Monday, introductory sessions on EU regulation were delivered by Diane Fromage (University of Salzburg) on banking, Jonathan Bauerschmidt (Council of the EU) on financial markets, and Magdalena Kozińska (Bank Guarantee Fund) on insurance and pensions. Tuesday focused on securities and markets, with lectures by Clemens Nimmerrichter (FMA) on supervision, Michiel De Muynck (University of Antwerp) on resolution, and Paul Weismann (University of Salzburg) on investor compensation schemes. On Wednesday, attention turned to the banking sector: Stefano Montemaggi (Banca d’Italia) addressed supervision, Jakub Kerlin (European Commission) spoke on resolution, and Mateusz Krauze (European Commission) covered deposit guarantee schemes. Thursday was dedicated to insurance, with Marc Horovitz (European Commission) on supervision, Lisa Ranftl (FMA) on resolution, and Maarten van Campenhout (EIOPA) on insurance guarantee schemes.
The course concluded on Friday with a roundtable chaired by Raffaele D’Ambrosio (Banca d’Italia) and featuring Takis Tridimas (University of Luxembourg), Jakub Kerlin and Edoardo Rulli (European Commission), and Diane Fromage, followed by a keynote lecture by Wolfgang Bergthaler (IMF), reflecting on financial integration so far and the challenges ahead.
We are grateful to our lecturers for sharing their expertise, and to the participants for creating a stimulating and engaging atmosphere throughout the week.
REPORT: SCEUS Summer School on European Union Migration Policies
We had the pleasure of hosting the SCEUS Summer School on European Union Migration Policies, supported by EUCHALLENGES, at the Salzburg Centre of European Union Studies. The event took place from 7–11 July 2025 in the stunning setting of Edmundsburg at Mönchsberg.
Twelve PhD candidates from around the world had the opportunity to participate and engage with this complex issue. Over the course of the five-day programme, participants gained valuable insights into the current legal and political landscape, as well as the multi-level discourse surrounding migration politics, policies, and polity. They also presented their (ongoing) research and took home new inspiration and plenty of food for thought.
On Monday, after an introductory session by Professor Ripoll Servent, focus was laid on migration governance and domestic politics within the EU. On Tuesday, the discussions went deeper into the EU’s migration framework, shedding light on internal processes or the institutional aspects of the topic. In the afternoon, Kyoko Shinozaki visited to introduce her participatory research approach, where the participants had the chance to gain first-hand experience through role-playing. Already warmed up, the next day started with another interactive role-play exercise on “Building the Policy Engines”, where the scholars were confronted with structural problems, potentially solvable through, for example, solution-oriented thinking and bargaining. To continue, after an insightful presentation on the case of Belarus, another guest provided the participants with his experience: Martin Hofmann of the ICMPD (International Centre for Migration Policy Development) talked about “the external dimension of EU migration policy and the role of MARTA”. Thursday began with a guest lecture by Lilian Tsourdi from the University of Maastricht on the New Pact on Migration and Asylum. After that, four candidates presented their research on climate migration, respectively, circular migration with a feminist human rights perspective, thirdly, the private sector involvement and lastly a governance approach through welfare and the labour market. As the week came to an end, on Friday two more scholars concluded with illuminating the external cooperation perspective and another deep dive into the legal sphere by reviewing provisions of the Charter of Fundamental Rights. The week concluded with thoughtful reflections, equipping attendees with fresh perspectives and tools to further their research and academic development.

We had the pleasure of hosting the SCEUS Young Scholars’ Workshop 2025, supported by EUCHALLENGES and ECSA Austria, at the Salzburg Centre of European Union Studies, held on 15–16 May in the stunning Edmundsburg at Mönchsberg.
Centered on the theme “The State of the EU 15 Years After the Lisbon Treaty,” the two-day event brought together early-career researchers from across Europe, presenting insightful work at the intersection of law, political science, and economics.

Title: “Living Through the Other? Insights from Ukraine-Russia and Israel-Hamas”
In his talk, Prof. Steele (University of Utah) explored the politics of vicarious identity in international relations, understood as processes of “living through the other.” Vicarious identity is evident in a number of settings, from sport, family and social ones through the crucial dynamics of international relations. The talk highlighted historical examples of vicarious identification and then explained European sympathies and support during the 2020s wars in Ukraine and Gaza.
07. Juni 2024: Workshop Day
Theme: “Foreign Policy in the Aftermath: Unraveling the Threads of Trauma”
Trauma resulting from political violence impacts foreign policy decisions, yet IR scholars only begin to understand how collective experiences of war and conflict shape foreign policies. Some argue that traumatic experiences are politically invoked and employed by foreign policy actors, whereas others point to trauma’s profound underwriting of identities and emotions and, thus, its subconscious influence on foreign policy priorities and roles. Currently, the Russian aggression on Ukraine and Hamas’ terror attack on Israel with the subsequent Israeli military operation in Gaza is occupying foreign policy actors. Within the EU, and especially as its member states process these new challenges, offer support, and take sides, traumatic memories of Europe’s own past experiences reappear, forge alliances, or divide. In turn, the trauma that results from these current wars will shape the foreign policies of everyone involved for years to come. The workshop explored how foreign policy unravels in the aftermath of trauma. Participants from ten different countries looked at the current cases of Ukraine and Israel/Gaza and utilized different methodological approaches to tackle the diffuse yet profound influence of trauma on foreign and security policy.

Does „Project Fear“ Work?

How can proponents of international cooperation convince the public that such cooperation is worthwhile, especially when it requires compromise? We examine this question by focusing on the persuasiveness of different framing strategies.
Focusing on the difference between arguments highlighting the benefits of cooperating and arguments emphasizing the costs of not cooperating, we argue that the rhetoric employed by political elites when discussing matters of international cooperation impacts voters’ support for cooperation. We examine this argument with two sets of evidence.
First, using actual arguments made in twenty-five foreign-policy-related referendum campaigns in Switzerland over the period 1986-2020, we show that positively framed arguments tend to be more persuasive to voters than arguments framed in terms of costs. Second, three survey experiments fielded in a diverse set of countries and contexts, we study whether framing cooperation as a potential gain, or its absence as a potential loss, influences voters’ willingness to compromise during ongoing international negotiations in which policymakers faced difficult choices.
Although we find that making the benefits of cooperation more concrete can increase support for international agreements, the analyses also show that the effects of framing can be quite context dependent. Overall, our findings have implications for understanding the effectiveness of communication strategies such as “project fear” campaigns.

„Das EU-Renaturierungsgesetz im Gespräch“

Das EU-Renaturierungsgesetz, auch “Nature Restauration Law – NRL” genannt, ist ein umfangreiches Vorhaben, das bis 2030 auf 20% der Landesfläche degradierte Ökosysteme wiederherstellen will und nach sehr kontroverser Diskussion am 12.6.2023 vom Europaparlament verabschiedet wurde. Die Salzburger Regierung hat sich im Regierungsprogramm gegen das NRL positioniert, dennoch müssen die Mitgliedstaaten in absehbarer Zeit hier aktiv werden. Wesentliche Bedenken kommen aus der Land- und Forstwirtschaft. Große Unterstützung kommt aber abseits der Wissenschaft auch von der Industrie und Klimabewegung, zumal gesunde Ökosysteme viele Klimagase speichern oder weniger emittieren. Das NRL ein sehr fortschrittliches Gesetz, zumal es Klima- und Naturschutz gemeinsam als Ziel hat.

Round Table on the digital Euro vom 22. November 2023
As part of its new Jean Monnet Centre of Excellence EUCHALLENGES, the SCEUS is organising a roundtable on the digital euro. Dirk Niepelt (Univ. of Bern), Christian Pfister (Laboratoire d’Economie d’Orléans) and Klaus Tuori (Univ. of Luxembourg) will present the project as it currently stands, and discuss its pros and cons.

Von den politischen Rändern ins Zentrum der Macht: Der radikale (Rechts-)Populismus fordert die liberale Demokratie und die europäische Union heraus. Der Vortrag bietet einen Überblick über die Ursachen, Folgen und Gefahren des radikalen Populismus für die Demokratie in Europe im Allgemeinen und die Europäischen Union im Speziellen. Der Vortrag bietet auch Einblicke in die Populismusforschung and wissenschaftliche Erklärungsansätze.

The Court of Justice of the EU underwent a significant reform in October of this year. From then on, the General Court will also be responsible for the examination of preliminary references in certain areas. Judge Kumin will present these novelties, and introduce students to the Court and its role within the EU more in general.

Intensive Summer Course on AMLA and EU finacial agencies
Salzburg, 1.- 5. July 2024
EU financial agencies have been blossoming in recent years, and there is soon going to be yet another, new agency, the Anti-Money Laundering Authority (AMLA). The soon to be established AMLA in turn raises a series of novel questions, for it is arguably the most original one of the EU financial agencies.
Taught both by academics working in this field and practitioners from relevant public authorities, both at national and at EU level, this course, organised in the framework of the Jean Monnet Centre of Excellence EUCHALLENGES, offers an up-to-date account of these vibrant developments.
The course extends over one week. Between 1 and 5 July 2024, each day there will be several sessions on fundamental and topical questions related to the EU financial agencies and AMLA. It is open for up to 40 participants who will be selected based on their academic/professional merit. The course is free of charge, participants bear their own expenses.
